Default Once more: help needed

It seems that there were two markers of this typ of holsters.
The different flaps and closing straps on the frontside, the stiches on the backside and the different lenghth of the leather which connect holsters backside with the flap tell me that.
As we see was one holster blacked later and got the provision for the cleaning rod (from the beginning?).
I can´t believe that this kind of holsters are early Police. If it would be so we would find "unit marks" on it.
I mean that they are Imperial commercial or early Weimar time commercial.
Did any one ever found a rig or photos.
What are your comments?
