You are right and to call it a Luger was of course somewhat misleading and not meant very seriously - Adolf Furrer, the Director of the Waffenfabrik Bern (W+F) took the toggle system of the Luger as a model for different constructions from sub machine guns caliber 7,65mm Luger up to 34mm AAA.
This one is from the 20mm AAA (Fliegerabwehr-Kanone Modell 1938), produced by the W+F. Furrer was by the way also the "father" of the Pistol 06/29. To compare: The toggle of this 20mm AAA together with the toggle of a Pistol 06/29.
On the other picture you can see in the foreground the 34mm AAA (34mm Fliegerabwehr-Kanone Modell 1938) from Furrer and behind his 20mm AAA (20mm Fliegerabwehr-Kanone Modell 1938).
Furrer liked his toggle action! This MP19 is a lot more portable than the 20mm AAA
It was followed by his other toggle action machine pistols - Lmg25, MP41 and MP41/44 that I know of.
